Section 01

The Challenge

Every organization attempting AI adoption faces the same invisible wall: the gap between introductory tool training (101) and advanced technical capability (401). The organizational transformation layer in between — governance, culture, workflow integration — is almost entirely absent. In K-12 education, this gap is a chasm.

“Organizational readiness, not model performance, is the bottleneck.”

— OpenAI Enterprise AI Report, 2025

The institutions charged with preparing 50 million American children for the most significant labor market transformation since industrialization are themselves unprepared. Teacher AI professional development has proliferated. Superintendent convenings have emerged. But the elected officials who set policy, control budget, evaluate the superintendent, and represent community voice? They are making the most consequential decisions about AI adoption with the least preparation of any stakeholder group in the system.

Section 02

The Convergence

Three bodies of foundational literature converge to create the urgency case for immediate district action. Taken individually, each is significant. Taken together, they constitute a moral imperative.

Ray Kurzweil

The Singularity Is Near (2005) & The Singularity Is Nearer (2024)

Technology accelerates exponentially, not linearly. Each generation of technology creates the conditions for the next, faster generation. Districts must prepare for acceleration, not stability. Five-year strategic plans built on static assumptions are obsolete before adoption.

Calum Chace

The Economic Singularity (2016)

Most humans will become unemployable — not unemployed, unemployable — within decades as AI and automation render cognitive and physical labor equally automatable. The current education system prepares students for jobs that will not exist.

Jean Anyon

Radical Possibilities (2005)

Education reform fails without addressing economic conditions surrounding schools. AI will amplify every existing inequity. Districts serving predominantly low-income students and students of color will bear the heaviest burden of displacement with the fewest resources to adapt.

The Convergence Prediction: Technology accelerates exponentially (Kurzweil). Jobs disappear at scale (Chace). Existing inequity deepens without structural intervention (Anyon). Districts that do not begin governance-level AI transformation now will lock their communities into permanent economic disadvantage within a single generation.

The Evidence — World Economic Forum, 2025

Indicator Data Point District Implication
New Jobs Created 170 million by 2030 Jobs bear little resemblance to the ones they replace — every career pathway needs reimagining
Jobs Displaced 92 million by 2030 Fastest-declining roles are precisely what the current system most reliably prepares students to fill
Skills Transformed 39% within 5 years Not new skills — existing skills applied in fundamentally different ways
Employers Affected 86% say AI will alter business by 2030 Every employer who hires graduates is transforming; schools that do not transform produce graduates for a world that no longer exists
GDP Impact $7 trillion Economic transformation of this scale demands governance-level preparation, not optional teacher workshops

What Makes TRPEC Different

TRPEC is not an AI vendor. We are organizational transformation consultants grounded in doctoral research, global evidence, and a governance-first theory of change that is — as the evidence demonstrates — globally unique.

1

Governance-First

No other K-12 AI consulting firm — and no national ministry of education worldwide — begins at the board level. TRPEC is empirically unique in starting where consequential decisions are made.

2

Three Doctoral-Level Practitioners

Combined expertise in Educational Leadership (USC), Educational Technology (UF), and District Governance (UC). Dissertation research specifically on the AI-era superintendency.

3

5-Year Deep Partnership

Not a workshop. Not a series. A multi-year organizational transformation with cascading impact from boardroom to classroom — designed to make TRPEC unnecessary by Year 5.

4

Equity as Architecture

The 4th Level of the Digital Divide (Agency), Design Justice, and the Convergence Prediction are built into the methodology — not appended as afterthoughts.

5

LEVER Framework

TRPEC's proprietary framework applied at both the instructional and organizational level — a dual-purpose lens for how board members learn and how districts transform.

6

Engineering Playbook + Education Wisdom

The only K-12 firm integrating OpenAI, Anthropic, Microsoft, and Berkeley DGRI organizational research while adding equity, community voice, and democratic governance.

7

Preparing for Constant Disruption

AI is one of seven disruptive technologies. TRPEC builds governance capacity for continuous adaptation — not a single technology adoption.

8

Globally Unique

Estonia, Singapore, South Korea, Finland, UAE — every nation starts with tools, curriculum, or teachers. None starts with the question: Who decides how AI enters our schools?

Section 04

The LEVER Framework

TRPEC's proprietary framework — originally designed for instructional excellence — applied at the organizational governance level. Each dimension guides how the district thinks through change.

L
Leverage
Find the 20% of actions that produce 80% of transformation.
Focus on policy, budget, and superintendent evaluation — the leverage points that cascade through the entire system.
E
Environment
Design organizational defaults so AI adoption is frictionless.
AI dashboards in every board packet. Equity data in every budget discussion. Community voice in every policy cycle.
V
Velocity
Move through change cycles with deliberate speed. Not reckless, not paralyzed.
The Berkeley DGRI cycle (Diagnose → Governance → Redesign → Reuse → Iterate) provides the governance rhythm.
E
Execution
Produce tangible outputs at every stage. Output IS learning.
Board members produce governance artifacts: adopted policies, approved budgets, evaluation criteria, community engagement plans.
R
Repetition
Build recurring rhythms. 66 days to automaticity.
Quarterly dashboard reviews, annual policy updates, community reporting — by Year 2, AI governance is automatic, not an initiative.
